Seller has no title

What is the name of your state? Minnesota

I live in Minnesota and am considering purchasing a 1965 Mustang convertible from a old car dealer in Georgia.

The car needs a total restoration; parts have been removed but are still available, engine doesn't run etc.

Dealer does not have a title for this vehicle, but they do have a bill of sale from the previous owner.

Would the dealer be able to obtain a title for this car and transfer it to me upon sale so that I may register it in Minnesota? Should I buy this car without a title or will the bill of sale do?

Thank you for your assistance
