I purchased a car from an individual when I received the title from him it wasn't in his name and he had marked out a price and wrote another. Now I cant get a title until I get a notorized paper stating the correct price. The problem is it has to be from the owner of the car and he legally isn't. Isnt this called car jumping? I had already paid him for the car before he gave me the title (stupid I know) and he refused to give my money back. What can I do?
