Used Car Oddometer doesn't work

i recenlty purchased a used car from a used car dealership. after getting the vehicle home i noticed that the oddometer wasn't working, the speedometer does. the car reads 99,732 but i think there has been some tampering on the car. i bought the car (as-is) i drove the car a total of 3 times for a total of about 20 miles and now the car is not working at all. i live in san diego, ca is there anything i can do?
