apparently, in new hampshire, you are allowed to sell vehicles that are considered unsafe vehicles - cars that will not pass inspection. when purchased from a dealer, the dealer must disclose all major defects ie. repaired frames etc., on the bill of sale stating that i am selling a defective and unsafe vehicle. There are no lemon laws or cooling off period in a private sale, however what rules must a private seller follow when selling a defective and unsafe motor vehicle? Ive read that even when something is sold "as is, as viewed", that this does not include nondiclosure of major defects. Does this apply to private sales?

None, but you have the right to ask to have the vehicle inspected by an independant mechanic of your choice prior to making the purchase. If the seller declines, you then walk away.

well in this case the safety defect is a rusted out frame,on a 1998 truck. when the truck was put up on the lift for a minor repair, the truck's frame crumpled and the truck almost split in two. the seller had previous problems with the frame, and had it welded twice. Unfortunately this was discovered a week after the purchase. So therefore
I'm saying that the rusted through frame is a major safety defect, and that the seller knew about it. Now he claims that the truck passed inspection after the welding. Even still, shouldnt he have had to tell me about a repaired frame, and wouldnt this still be considered a major safety defect?

The seller had no responsibility to tell you about the frame damage. As is means as is. It's your responsibility to have a vehicle inspected prior to purchasing it.
