That said, if written as proposed, your flyers would be targeting a very small, very identifiable group of individuals with accusations of criminal conduct. For this reason, the flyers would be defamatory and could spawn a defamation lawsuit (and this would be the case in any state in the country).
There are ways to address unsafe conditions in a community or neighborhood, and getting the neighbors involved is a good way to do it. Your flyers, should you decide to contact neighbors in this way and should the distribution of flyers not violate any city or township ordinance, could propose a community or neighborhood association meeting to address the unsafe conditions you have noticed, or you could present your complaints at a city or township board meeting.
You should be prepared with evidence to support your claims - ie. accidents that have occurred, tickets that have been issued, property damage that has resulted from reckless and unsafe driving on your streets - and, perhaps, you could have some suggestions as how to resolve the issue - ie. speed bumps, speed limit signs, more frequent police neighborhood drive-throughs.
You should NOT, however, point fingers at any single individual or any small and identifiable group of individuals, not without solid proof that what you claim is true. Not every SE High School teenager, and not every teenager on your street, is a reckless or unsafe driver and they should not be falsely labeled as such.
To make accusations of that sort is defamation and can result in costly litigation and an award of monetary damages.
