If someone were going to sue me for libel, how long would it take to build and file a case on average?

If the person suing you resides in New York, he would have one year from the date of first publication of the defamatory material to file a defamation suit against you (if you, likewise, are a resident of New York).

An experienced defamation attorney can have a petition prepared, filed, and served in matter of days... but usually there is not that much of a hurry unless it is close to the time limit as noted by Quincy.
