If an adult is verbally abusing a child in both public and on email, is there anything that can be done?

"Verbally abusing" is a broad, broad term. Without knowing what was said, it would be hard for anyone to give you a proper answer.

Regarding email: why not just block the email? Problem then solved.

Good point. I guess they are directly telling the child that they are mean and abusive to other people. That is not the true problem. They are spamming out to community members (out of my control) things that are not true. Not looking to sue anyone, just trying to get it stopped legally. Cannot afford an attorney.
