Is this Monopolizing Health Insurance?

I work for a company that owns several nursing homes. With the recent increase of our current health insurance provider, and a new contract for union members in our home the company has decided to change our health care provider givning the union one company and the non union employees another company. The non-union members are now paying 4 times more a month for health care and the union members are paying less. We also found out that not all the homes, and our corporate office has not changed to this insurance provider.
Are they required in the state of Pa to offer us coverage under the union health care plan.
Is this Monopolizing? Is it legal?
