Hospital Billing statute of limitations?

What is the name of your state? CA

Howdy all. My wife visited the ER in Sept 2002, and recently got a statement from her former Insurance Co. that they received a bill for that recently, but it was too late to pay.
To date, she still has not gotten a bill from the Hospital. What is the statute of limitations for sending a bill?

Might the hospital have realized their mistake, and eaten the charges, or continued trying to be paid from the Insurance Co(Blue Cross)?

If they don't get paid, how long do they have to send a bill to my wife?
