All you can really do in a situation like this is to use your Yellow Pages under "Insurance" and start calling. First, start with the "majors" like Allstate, Farmers, State Farm, etc. and ask if your neighbor, by name, is their insured. Then, if not, move on to the "minor" companies. You're bound to hit paydirt.
