No they are not. Stop being greedy. It's not the state's fault that the insurance company couldn't locate the person. You were lucky that the insurance company reported the amount to the fund, because many companies don't. The insurance company probably should have made more of an effort to contact him before turning the money over--they probably didn't try very hard.
