18 year old still in high school-we need some help

Washington State.

My 18 year-old nephew just came to live with us to try and finish high school. We want to add him to our health insurance and don't know what to do, given that he is now 18.

He is enrolled and attending. He moved to Washington State from Idaho, where his Mom had him on DSHS insurance.

Are we able to get a guardianship of some kind? He is 100% our dependant now and will be for the next two years. He really needs glasses (among other things).

Are we better off taking him down to a Washington DSHS office and having him get on welfare? Is he even eligible since he's still in high school.
