3rd party interaction with a victim

I have family that lives in Minnesota. My cousin's mother married a man who looked at her inappropriatley. She is still mad about is but is better. She is as mad about her situation as everyone else. Her mother and the man are still together and the county is charging him with 3rd party contact to a victim. My cousin is now over 18yrs of age and in college. They are charging him because where he lives, at his parents, they have a senior picture of my cousin, and he goes to their house when my cousin is not home to see his wife, my cousins mother, and because it is his farm and house. The whole family is mad at the county for charging him because he failed polygraph tests because of a picture.

I think I understand:

The OP's cousin was inappropriately "looked at" by her stepfather. There is a restraining order against stepfather regarding cousin. The stepfather lives with his parents (cousin's stepgrandparents). They -- the grandparents -- have a senior picture of the cousin. The cousin is now 18 so therefore was a CHILD when the inappropriate actions happened. The stepfather is NOW being charged with violating the restraining order due to third party contact due to the fact that the stepfather's parents have a senior picture of the cousin who is protected by the restraining order, the stepfather lives with them, and the stepfather failed a polygraph in which he said he doesn't look at pictures of the cousin even though he has one in his residence that he sees every day.

hence the County is stating he is guilty of a restraining order violation and is prosecuting him.

Now what does all of the above mean? I believe it was most likely a sex offense of some type that stepdaddy committed and why the county is jumping so harshly on a senior picture. My question is where is the child's MOTHER in all of this? And did cousin end up being removed from mom's custody?

You're not texting on your cell phone, use more words and properly explain what the problem is, otherwise you can seek help somewhere else. No one here has time to GUESS what you mean!!
