abandonment in Illinois

What are the child abandonment laws for Illinois? My ex has been gone from my kids life for 12 years! My new husband wants to adopt. He has been their dad for 9 years. Found ex and he says he may want to see the kids!! Can he do this after 12 years of no contact and no child support?! Help! My kids are 15 and 14 and want nothing to do with him.
