What is the name of your state (only U.S. law)? Ohio

My nephew has been forced to live in a house that has animal fecal matter all over the floor, walls, and furniture. There were 17 pit bulls living in a 600 square feet house but the mother now has them down to 5 full grown pit bull dogs living in the same 600 square foot house. She has already had 2 dogs put down due to violent attacks, 1 was the postman and the other was her own sister. Now this past Friday her son was attacked in the home by one of these dogs and she refused to come home and see about him. He is 13 years old and CPS has not been concerned about his removal for the past 6 months and the court system keeps pushing her court dates further away. He needs someone to help him but our hands seem to be tied. Any advice would be helpful at this point.
