baby sitting legalities

What is the name of your state (only U.S. law)? NY
I am a father about to go on a 4-day cruise with my wife and we are leaving our 2-year old daughter with her sister in NJ., She loves our daughter but told us she wont watch her unless we both sign a notarized affidavit giving her complete power in the event of an accident or whatever. Is this really necesarry? I've never heard of this before.
