Can I give my kid his fathers last name even though we aren't married?

When I had my first child, me and the father were in agreement that the baby would have his last name, even though we were no longer together. He signed the birth certificate and everything. We later got back together and once again, I became pregnant. Well, yet once again, he decided to leave and go back to his ex.
I am still pregnant and due in May. My issue is that I don't want this child and my first born to have different last names since they have the same mother and father. I want to give my children the since of family, even if we aren't all together, but the father this time is refusing to sign the birth certificate for a range of reasons.
I guess what I'm asking is: Even if the father doesn't sign the birth certificate, can I still give my new baby his last name?
