Car Insurance-mom won't sign over title

My girlfriend pruchased herself a new car 1 year ago. She makes all the payments herself but in order to get joint insurance with her mother she had to put her name on the title(The title says Mom name AND Her name). Now her Mom got mad and canceled her insurance and now refuses to sign the title over to her making it impossible for her to get insurance through somebody else. What can she do???
