I am having trouble with my mother who drinks way too much, recently she changed her address to a PO Box, I sent her a letter "certified, return receipt requested. Question. I addressed the mail to her in her name only, Can her boyfriend, (who just loves keeping the supply of rum commin)pick up her registered mail and sign for it? How do I know if he gave it to her? Is this legal?

You can send her a certified letter with (Restricted Delivery) and only she can sign for it. It costs a little more but worth the assureance that she is the one who has received the letter.
