I'm in Dallas, TX.
I want to change my son's last name to my married name, but his biologial father is on the birth certificate. What does he have to do to release his partental rights so I can change my son's last name?
Background
The biological father resides in Oregon. My son was born in Oregon. We've lived in Texas over a year.
