What is the name of your state (only U.S. law)? Pennsylvania and Montana

I was just recently remarried and would like to change my child's last name to my new married name. My child's bio dad gives consent to do this and will sign all needed paperwork but my question is - my child was born in Montana but I now live in Pennsylvania. So do I file the petition in Pennsylvania and send the papers to Montana or does it all have to be done in Montana ?
