chid change of school

i have two children one resides w/me full time the other i have most of the time. schooloing has been a big issue between her father and i what are my rights as a custodial parent who wishes for her children to attend a public school in their local area rather than continue to commute 100 miles a day for them to attend the private school their father has chosen-help
