child custody

I have legal guardianship of my 2yr. old niece. Her mother developementally disabled and has not a clue on how to take care of this child or the one she just had. Department of Children and Family Services (DCFS) has taken custody of the new baby and placed him with his dad. The 2yr. old was involved in a custody dispute in May of 2001 when we found out the man who was named the father was not really the father. I then found out that on New Year's 1999, the baby's mother had sex with several guys at a party. We have tested 4 of the men who were there and fortunately but unfortunatley, none of them were the father. I am seriously thinking about filling for full custody or even adoption. I had this precious bundle of joy in my life for the past year and a half.
