Actually it is 18. Before that, a child only has a 'say' in what he wants. They are able to speak with a judge to give their opinion and why they want to move or stay. A child that wants to move to the NCP because they hate doing homework or being in bed by 9pm on a school night will get nowhere when all the factors are taken into consideration.
