CT will only recognize a common law marriage that was established in another state that does or did (if the CL marriage was established prior to the abolishment) recognize a common law marriage. However, CT itself has never recognized this. The "Declaration of Informal Marriage" is in Tx.
As far as health insurance that can be company specific. Some insurance companies do allow coverage for cohabitating couples, while others do not. I am next to certain there is not a law that makes them do this.
