Conservatorship

Hello all, My father is getting old and has a mental disease. Some days he doesn;t know who i even am. I'm trying to take conservatorship of all his bills and rent etc, as he can no longer write his own checks and pay his bills on time. He lives in CA. and i live in WA. I'm not sure how to go about doing this, and i need to do it ASAP. he is currently in a convalescent home and getting worse by the day...literally.

Is what i need to do considered power of Attorney?

Help, help, help....

I've talked to local lawyers but they all said it can be difficult because of the fact tha t we are in two different states....
