I have a friend with a 17 yr old handicapped son. He has a large trust fund. She would like to become his conservator upon his 18th birthday and receive $ from his trust fund to take care of him. She is told that the state (CA) will be constinently looking over her shoulder and monitoring everything. Is this true and why. She has raised him alone all this time with little or no help from the state.

My response:

The answer is obvious.

Some people take trust funds and squander the money.

The State has an interest in this matter to watch over that trust fund to ensure that the money isn't squandered, making the child a ward of the State, and thus, becoming a burden to the taxpayers.

That's why.
