CPS and my nieces and nephews

My nieces and nephew have been in foster care for three months their parents are about to go to jail they I want them to sign custody over to me .If they do sign custody over to me will I be able to get them out of foster care.

You will likely need to go to court. Kids can't just be "signed over" to someone else. CPS will likely require that you meet the requirements of a registered foster family. I'd be talking to a lawyer if I were in your shoes. This really isn't a do-it-yourself project.
