Custody within the family

What is the name of your state? I live in New Jersey.

My cousin's children were taken away by DYFS, and let's just say that they went from one bad situation to another. They were put with their paternal Aunt and Uncle who don't even have space for three small children, two bedroom trailer with their 2 or 3 children. The Uncle which would be the father's brother just got into a DWI accident and was seriously injured, possibly wheelchair bound, so not only can he not take care of them but it proves irresponsibilty on his part. In the past I have tried to get the children but I was told they're with family. I believe that I can provide them a better temporary home. What are my legal rights?
(Dad is in jail, Mom is possibly getting her act together)
