Divorcee needs retirement information

What is the name of your state? Louisiana I have been divorced for 3 years. In my divorce decree it is stated that I give up all rights to his Military and State Employee retirement benefits. I am now faced with having to fund my daughter's college tuition and living expenses because he has decided that he will not help her. Is there a possibility that I can go back and receive my portion of these retirement funds. Upon our divorce his lawyer told me that there was no way that they could calculate what his retirement would be. Older and wiser now, I know that this was not the truth. We were married for 23 years. Thanks.
