elderly conservator on marijuana

A friend of mine has a grandmother that is being taken care of by his sister. His sister is her conservator. Last month his sister obtained a prescription for marijuana because of severe arthritis (or so she says). We all live in california. Can she legally smoke pot and take care of grandma at the same time???
