F1 marriage ?

What is the name of your state (only U.S. law)? Virginia

Hi, Does anyone know what should I do in order to get marriage with a F1 student? Such as, what form I need to fill out, i heard that i need to go to county court. But i'm not quite sure and i hope that i can find some help here.

Another question is, both of us are still college students, if we do the engagement , will she has the right to have a resident card? or we need to do the wedding ceremony in order for my wife to apply for the resident card ?
