What is the name of your state? maine
i would like to know if a birth parent wanted to change her mind of relinquishment of parental rights can she do that

If the court terminated the parental rights, it is permanent & irrevocable. It doesn't matter if it was voluntary or court ordered. Some states have a short time limit where the parent can change her mind. You'd have to check your state to see if it had a time limit & how long.
