Father fighting for custody


I am from MD

Need to know what should do for my brother. He was with ex-girlfriend for 6yrs and had 1 child together and took care of her son as if own. Ex-girlfriend doing drugs and exposing children to sexual and violant situations. She left while brother was at work and moved in with man she met on internet. New boyfriend beats her and police call 6 or more times for domestic violence. She was evicted along with new boyfriend from home. New boyfriend has prior assault charges on record. Brother filed for emergency custody but judge denied stated no proof of abuse to children. Contacted child protective services - basically they aren't doing anything. Called for well care check for children - again nothing being done. He was able to get his own child from her and serve ex with paper for custody hearing. Meanwhile she was lucky enough to get child back against child's wishes and filed a protective order against brother. She claimed he said he was going to kill her and the person she was with (complete lie). Brother went to court just to be told he couldn't speak and would need to wait one week to be heard. While the ex is able to take children anywhere and was awarded temp custody until hearing on this Fri. The kids are in danger and neighbors to old residence have called social services to make claim kids are neglected, dirty and hungry!!! What should his next move be and how can we get kids to a safe place until hearing for custody???
