What is the name of your state (only U.S. law)? Illinois I currently owe big time in education loans and haven't been able to make payments for several years. My wages are garnished and I'll never see another income tax refund. If I should re-marry, would my new wife be responsible for my debt if I die before her?

Not as a rule, no - but you might want to keep your finances separate.
