financial responsibility

a 21 year old living at home---not working---not going to school--not disabled--- in Illinois.
Who is responsible for his bills---is the parent responsible for medical costs and care?

My response:

In this scenario, the 21 year old is responsible for all of his/her own financial obligations.

Kicking those birds out of the nest is tough. They think the parents "owe " them forever. They sulk and complain they are not strong and do not have enough feathers to fly. Parents then feel guilty and provide a few more worms. (Somehow, those nestlings always manage to find a few bucks for beer or a "joint")
Start laying down a few tough laws about jobs and contributing to rent. Stick to the deadline.
I think you have to start conditioning them to move out when they are 12.
