GA Law on Second-Parent Adoption

I need as much information on the law of Second-Parent Adoption in the state of GA as possible. I am 27 and the man that has been my dad for 13+ years and I would like to proceed with and adoption. He is not married to my mother, but they have lived together for over 10 years and he has taken care of me and been my dad all this time. I do not currently have a relationship with my birth-father, in fact we have not spoken in 6 years or more.
Please, I need to know if this adoption is possible, what is the age limitation (if any), is this possible in the state of GA and what steps we need to take in this matter.
