German Marriage Legal in States?

What is the name of your state (only U.S. law)? Ohio
In June of '07 my daughter married her army boyfriend in Germany in a civil registration office at the local courthouse. They never filed a certificate of any kind in the states. However, she is on his army benefits and they filed taxes as married filing separate. Here are the questions that she has:
1. Is the marriage legal here in the states?
2. Does the marriage need to be registered here?
3. If she were to want a divorce, what is the process?
4. Is an annulment still an option?
