girls in my house, during visitation mother filed bogus restraining order

my wife moved out the 27th of Jun 01. After a couple months of fighting and arguing we agreed the girls will be staying here and she will have standard visitation. We agreed to joint custody. well after months of her wanting more changes, and finally seeing a judge, we had an agreement. judge reviewed it, ok'd it and told her attorney to fix that one error and return to him to be finalized. Now, two more months later we find out she/her attorney never sent them back to judge and she is denying everything we agreed to and they typed up AND!!! while she had visitation last week she filed another(3) restraining order but this time she put the girls name on it too. have not seen or been allowed to talk to them for a week now. all the other restraining order requests were dimissed. but she still can file AGAIN and has all but kidnapped the girls from the home they have been in for nearly two years. HOW does this happen? LOST IN LAWTON, OK.
