Guardianship Question

I am a licensed foster care provider & we had a 13 year old foster child recently. The courts returned her to her parents, however the child refused to return home due to the family living circumstances. I enrolled the child in a program for troubled teens, because I don't have the heart to see a 13 year old run away and live on the streets. She is doing very well in the program, but she will graduate from the program in about 2 months, and still refuses to return home. The parents are moving out of state in a few weeks. The parents asked me to be the child's guardian since she was doing really well when she was in my home. I am open to caring for this child, but I am very uneducated about guardianship situations. What should I do? What are the ramifications of being a child's guardian? (i.e. health insurance, financial help, legal responsibility, taxes, etc.)
