My response:
Take him back to the Family Law court on an Order to Show Cause Re: Contempt of Court - - that's for disobedience of the court's current order that he is to pay you.
Then, when you get into court, ask the judge to "convert" his order into a judgment. Take the judgment and file a "Writ of Execution Re: Garnishment" and have his employer served. Then, his employer will be required to take out up 25% from each of his paychecks and send that money to you.
You could also have the Sheriff serve a "Levy" on his bank accounts to empty the accounts, and to take any other property that he might have, and force a sale of that property; e.g., cars, boats, whatever.

P.S. And, when he loses at the "Contempt" hearing, he'll also be in big time trouble with the judge - - ranging from a fine, to jail time, or both.
