I Need some help with teen marriage issues

What is the name of your state?Illinois. My boyfriend and i want to get married but we are both under 18 (both 17 to be exact). his mother will not sign and his father is dead. my parents will sign for me. what should we do, and can we get judical consent without me having to be pregnant?
