inheritance to mother issue


What is the name of your state? Minnesota
My mother received an inheritance which is beleived to be a large sum of money from her brother last week. She is currently in a nursing home and my sister and I are Joint Powers of Attorney for her which I am not sure means anything because she also has a conservator. My sister received the money and now, she will not return my calls and I also went to her home and she would not answer her door so I beleive she is trying to keep this money for herself. My mother is also on MA so her assets have all been deleted and I am assuming the state of MN would like to get their hand on the cash. I am not sure where to even begin with all of this. Any suggestions would be helpful!
