How Does Parent Evict Abusive Adult Child?

My neighbor was kind enough to let her 27 year old son move back in with her - rent free - to get himself "back on his feet." It's been two months and he has become verbally abusive, close to physically abusive, to the point where she's called police several times. Tonight she called police and told them she wanted him out. They told her she had to file an eviction notice - even tho he is paying no rent! Was also told she'd be fined if she changed her locks. Son has refused to abide by her rules, shows no respect for her and she wants him out! Since ONLY her name is on mortgage papers - why does she need to go thru "eviction" process, especially since he pays NO RENT and has actually borrowed money from her (which she'll never see). What avenues does she need to take to remove him from HER home?
