judge took medical responsibility away from noncoustodial parent?

What is the name of your state? Kentucky , I am a non-coustodial parent, and the judge took my insurance responcibility and gave it to the step father, I have to pay nothing now and I was wondering why the judge would do this after 5 years as I have full dental , medical, and optical on my child. I do not have joint costody but I feel there is a motive to the reason. Does any one have an idea why. I pay 68% support.and child care.

ex was trying to get more child support and change the visitation, she trough this in as an extra
