For the Kids

I have a sister-in-law who leaves her three children alone for days at a time. Her husband is a truck driver, and is gone all the time also. They don't care about the children and abandon them all the time. Its about the children and I wish to gain custody. The kids WANT TO STAY WITH ME so its not like it isnt wanted. I have witnesses to show how unfit the parents are. Is there any one who can give me advice on how to handle this situation?
