KY: ggf died 1883 in state mental institution

YOUR STATE NAME - YOUR STATE NAME - Kentucky
A person I believe to be my great grandfather died in the Western Kentucky State Hopspital (insane asylum at that time) in 1883. I am unable to obtain the records as they are sealed. Texas has a law that says medical records over 100 years old can be released for historical investigation, but I can find nothing like this in the KRS. What would be my options for obtaining a copy of these records?
