limited guardianship

What is the name of your state? California

I share custody with my ex-husband of our 14 year old daughter, lately she has been a little tough to handle, anyway my parents live in Michigan and offered to let her go to high school up there with them and see if she straightens out. I think this is a good idea and my ex agrees. The school says my parents need a document called "limited guardianship" to get enrolled. The court here in Imperial County won't give me information, they just told me to hire an attorney to file the forms. One, neither one of us can afford to hire an attorney for some simple paperwork, two this has to be done within the next few weeks, school starts on August 25th I need some help here, what can a normal citizen do to get this done, and why does something simple have to be so complicated?
