What is the name of your state (only U.S. law)? NY

Have a friend who was adopted as a baby from puerto rico, she was a "baby doe" in 1980.

Her adoptive parents divorced and after she was an adult she was on her own and has no idea where they are.

Her original BC, she was told, burned in a fire 15 years ago.

She cannot get an id from NY since NY requires a BC. She still has her id that is 7years expired. When she went to have it renewed years ago they would not let her without a BC.

The adoption was done through a private adoption agency is all she knows, and has no way to locate the information.

She has her high school transcripts, college transcripts, social security card.. and all that.

She has tried everything imaginable to get a birth record but cannot. Does anyone know what she can or should do at this point.

Has she tried to contact the county in which the adoption was finalized?
