What is the name of your state (only U.S. law)? Ohio (Mahoning County)

Hello!

I'm trying to find out what the rules are for a marriage between a non-citizen (European) to a U.S. citizen.
I'm not planning to move to the U.S. for a minimum of another couple of years, but will eventually want to move. Right now, we just want to get married! :)

1) Can I marry on the Visa Waiver Program (I already have approval to travel on the VWP, and have done so once).
2) If I can't marry on the VWP, what kind of visa do I need?
3) Whichever visa I need, what other type of documentation is needed from my end, as well as his end?

I have tried researching this on my own of course, but with the rules being very different from my own country's and it all being somewhat of a jungle, I need some help! :D
I'll happily provide any other details needed to answer my question! Just let me know what other information might come into play. :)
